The History of FRC

The Family Resource Center of Fond du Lac County, Inc. (FRC) has a thirty-two year history working with the families of Fond du Lac County. FRC is a private, non-profit organization. FRC originated when a gap in services was detected for pregnant youth and low-income women. No service alternatives for health care, pregnancy testing, and support existed in the Fond du Lac area.

1977
FRC began as the Pregnancy Health Line, where callers could talk confidentially to a supportive listener about their concerns regarding their pregnancy. Staff began doing free, confidential pregnancy testing and support services to women. FRC would work with the pregnant client throughout their entire pregnancy. After the birth of their child, staff offered parenting services. The result was a holistic approach to pregnancy and parenting from its earliest stages.  These services remain a core component of our work today, as we continue to offer free pregnancy testing, pre/postnatal support, & referral.

1995
FRC expanded to include the Parents as Teachers program. This program involves a certified Parent Educator doing home visits with children birth to age five. The Parent Educator teaches parents age and developmental appropriate activities to do with their child and screens children to be sure they are on target developmentally. FRC offers many classes and workshops throughout the year, focusing on parenting, children, and families.

1997
FRC took on the Fond du Lac Area Information and Referral website, which is an excellent tool for area service providers to gain accurate information on available services and make referrals for their clients. Currently, the 2-1-1 Initiative of the United Way of the Fox Valley maintains this website at its new home: www.211winnefox.org.
FRC also began operating the Connection Center for families who the court orders to have supervised visitation with their children. Connection Center also provides respite care for families with foster children.
The Family Connect Line, a 24-hour warm line for families, began in 1997 and is also another referral service offered by FRC.

2004
2004 marked the first year of FRC`s formalized outreach to the Hispanic/Latino and Spanish-speaking population. Through start-up funds from the March of Dimes, the agency successfully implemented and sustains services, including: in-home parent education, playgroups, prenatal classes, and pregnancy testing and support services to Spanish-speaking families.

When families come to FRC for services, they are made aware of all of the programs offered at FRC. Because of the variety of programs and services offered at FRC, many of the families` needs can be met in one stop. There is no income or age limit, or any other requirements, for those who request services from FRC. In addition, FRC has never charged fees for any services they provide.

2008
In January of 2008, with start up funds from the Fond du Lac County Department of Social Services, FRC started the Supporting Families Program.  This program is designed to assist families with children with severe emotional disabilities. This program provides in-home parenting education, parenting classes, social skills classes and family fun events. To receive in-home parenting education services, families must be referred by the Department of Social Service.  Parenting classes, social skills classes and family fun events are open to everyone.
